The 5% slot is not UBHI. It exists so Luna and the people in her life can live well free from debt, cared for, and able to uplift others without diverting the public covenant lanes.

- Relocation: threshold recalculated within 3 months after a move.
- Verification: automatic location-based check + grace period.
- Employment: not tied to a job Animisha ends forced labor, not purpose.
The two gates
Both must be YES before medical lane disbursement:
Real person authorized UBHI recipient with verified identity.
Real medicine verified treatment from a licensed doctor or facility.
If both YES: pay however much is needed treatment, procedure, or ongoing care while medically necessary.
