Constitutional Capital may arrive in euros, dollars, or other funding currencies. UBHI disbursements are made in the recipient's local currency — rent, groceries, and care priced where people actually live.
Constitutional At UBHI Max, medical replaces health insurance — totally free at point of care when both gates pass, disbursed in the recipient's local currency. Disbursement gates ship as revenue lands; the law is written before the money arrives.

Constitutional Revenue does not drift toward founder appetite or investor pressure. These slots hold unless Luna and governance explicitly amend the protocol — not by automatic pool fill.

Luna Personal Benevolence Fund — why this lane exists
The 5% slot is not UBHI. It exists so Luna and the people in her life can live well — free from debt, cared for, and able to uplift others without diverting the public covenant lanes.

Phase B · UBHI medical pool
At scale Same 30% inflow; disburse to UBHI Max recipients under two-gate rules when revenue and governance are live.
UBHI Max — eligibility
- Qualification: income and assets below regional and local threshold.
- Medical benefit: 100% verified care — no copay.
- Relocation: threshold recalculated within 3 months after a move.
- Verification: automatic location-based check + grace period.
- Employment: not tied to a job — Animisha ends forced labor, not purpose.
The two gates
Both must be YES before medical lane disbursement:
Real person — authorized UBHI recipient with verified identity.
Real medicine — verified treatment from a licensed doctor or facility.
If both YES: pay however much is needed — treatment, procedure, or ongoing care while medically necessary.
